Billy Wayne Bailey served eighteen years in the West Virginia Senate, serving fourteen of those years as the Majority Whip. He is known for his ability to work across the aisle and bring opposing parties to the table to work on legislation.

As County Commissioner, Billy Wayne will be committed to positioning Cabell County to compete for jobs, improving public services, improving working conditions for emergency service workers, and advocating for progressive policies to treat those suffering from substance use disorder.
